Disinformation and Propaganda as tools of political statecraft and war have existed for thousands of years. What is different about them now? The audience reach and the level of harm that can be imposed on a population. At present, an actor using Information and Communication Technologies (ICT) can reach the entire online population of a country at a low cost, with a message that can be tailored at an individual level and without any censorship.
